There is hereby created the Hissom Memorial Treatment Center\n\nOversight Committee.\n\nB. The Committee shall consist of the following persons:\n\n1. One person appointed by the Governor from a list of three\n\nnominees submitted by the Speaker of the House of Representatives;\n\n2. One person appointed by the Governor from a list of three\n\nnominees submitted by the President Pro Tempore of the Senate; and\n\n3. One person appointed by the Governor from a list of three\n\nnominees submitted by the City Council of the City of Sand Springs.\n\nC. The duties of the Committee shall be to:\n\n1. Monitor the continued maintenance of the real property and\n\nimprovements described in subsection C of Section 6201 of this title\n\nto ensure that the improvements do not diminish in economic value\n\nfurther than is reasonable to be expected given the condition of the\n\nimprovements and available financial resources;\n\n2. Assist the Greater Sand Springs Trust Authority and the\n\nOffice of Management and Enterprise Services in providing for the\n\norderly and beneficial development of the real property and\n\nimprovements constituting the former Hissom Memorial Treatment\n\nCenter; and\n\n3. Serve as an additional resource of information for persons\n\nor legal entities that express an interest in occupying, using or\n\npurchasing any part or all of the real property constituting the\n\nformer Hissom Memorial Treatment Center.\n\nD. The Committee shall be subject to the provisions of the\n\nOklahoma Open Meeting Act.\n\nE. The Committee shall be subject to the provisions of the\n\nOklahoma Open Records Act, including the provisions regarding\n\ninformation that may be kept confidential pursuant to Section 24A.10\n\nof Title 51 of the Oklahoma Statutes.\n\nF. No person appointed to any of the positions constituting the\n\nCommittee who is, at the time of the appointment to the Committee or\n\nsubsequent to the date of appointment, a public official or officer\n\nshall be deemed to be serving in a dual capacity and such person\n\nshall be specifically exempt from the provisions of Section 6 of\n\nTitle 51 of the Oklahoma Statutes.\n\nG. The Committee shall:\n\n1. Act in the interest of and for the economic benefit of\n\npersons and business entities in the region of the facility formerly\n\nknown as the Hissom Memorial Treatment Center with the objective of\n\neconomic development;\n\n2. Make recommendations in the event of disputes or issues\n\nregarding the development, use or occupancy of the real property\n\ndescribed by subsection C of Section 6201 of this title, but shall\n\nnot have the power to bind any party to such recommendation; and\n\n3. Make such reports or recommendations to the Board of\n\nTrustees of the Greater Sand Springs Trust Authority at such times\n\nand regarding such topics as may be pertinent to the development of\n\nthe real property and improvements described in subsection C of\n\nSection 6201 of this title.\n\nH. The Committee shall act in an advisory capacity only and\n\nshall not have the power or authority to require the Greater Sand\n\nSprings Trust Authority to obtain permission or consent from the\n\nCommittee in order to take any action with respect to the real\n\nproperty or improvements described in subsection C of Section 6201\n\nof this title. No power or authority conferred upon the Committee\n\nshall in any way be construed as a limit or modification of the\n\npowers granted to the Greater Sand Springs Trust Authority pursuant\n\nto its trust indenture.\n\nI.
