The Office of Management and Enterprise Services shall have\n\npower to promulgate rules not inconsistent with the laws of this\n\nstate.\n\nB. The Office of Management and Enterprise Services shall have\n\ncharge of the construction, repair, maintenance, insurance, and\n\noperation of all buildings owned, used, or occupied by or on behalf\n\nof the state including buildings owned by the Oklahoma Capitol\n\nImprovement Authority where such services are carried out by\n\ncontract with the Authority, except as otherwise provided by law.\n\nWhenever feasible, the Office of Management and Enterprise Services\n\nmay utilize the Construction Division of the Department of\n\nCorrections for the construction and repair of buildings for the\n\nDepartment of Corrections.\n\nC. The Director of the Office of Management and Enterprise\n\nServices shall have authority to purchase all material and perform\n\nall other duties necessary in the construction, repair, and\n\nmaintenance of all buildings under its management or control, shall\n\nmake all necessary contracts by or on behalf of the state for any\n\nbuildings or rooms rented for the use of the state or any of the\n\nofficers thereof, and shall have charge of the arrangement and\n\nallotment of space in such buildings among the different state\n\nofficers except as otherwise provided by law.\n\nD. The Office of Management and Enterprise Services shall not\n\nhave any authority or responsibility for buildings, rooms or space\n\nunder the management or control of the University Hospitals\n\nAuthority.\n\nE. The Office of Management and Enterprise Services shall have\n\nthe custody and control of all state property, and all other\n\nproperty managed or used by the state, except military stores and\n\nsuch property under the control of the State Banking Department and\n\nthe two houses of the State Legislature, shall procure all necessary\n\ninsurance thereon against loss and shall allot the use of the\n\nproperty to the several offices of the state, and prescribe where\n\nthe property shall be kept for public use.\n\nF. The Office of Management and Enterprise Services shall keep\n\nan accurate account of all property purchased for the state or any\n\nof the departments or officers thereof, except that purchased for\n\nand by the two houses of the State Legislature. The two houses\n\nshall have the exclusive use, care, and custody of their respective\n\nchambers, committee rooms, furniture, and property, and shall keep\n\ntheir respective records of said furniture and property.\n\nG. The Office of Management and Enterprise Services shall not\n\nhave any authority or responsibility for property purchased for or\n\nunder the management or control of the University Hospitals\n\nAuthority except as expressly provided by law.\n\nR.L. 1910, § 8082.
