The state principal combined fund raising organization shall\n\nbe a local federation in the State of Oklahoma that provides,\n\nthrough one specific annual public solicitation for funds,\n\nsubstantial voluntary financial support for charitable agencies that\n\ndepend on public subscription for support in the state and that has\n\nthe necessary staff and volunteer support to administer the\n\ncharitable contribution campaign.\n\nB. The state principal combined fund raising organization shall\n\nhave the following duties and responsibilities:\n\n1. Work with the Oversight Committee for State Employee\n\nCharitable Contributions to develop the charitable contribution\n\ncampaign plan for the State Charitable Campaign;\n\n2. Develop the charitable contribution campaign materials and\n\npublicity for the State Charitable Campaign;\n\n3. Recruit and train the volunteers, departmental coordinators\n\nand solicitors in a bipartisan manner; develop and keep records on\n\nall the accounts to be solicited; and cultivate the accounts to\n\nencourage participation in the charitable contribution campaign;\n\n4. Keep all fiscal and financial records of the activities and\n\nsubmit to the Oversight Committee for State Employee Charitable\n\nContributions a separate accounting of all proceeds of the State\n\nCharitable Campaign;\n\n5. Submit to the participating federations a detailed\n\naccounting of the amount of money designated to the federation and\n\nto each of its member agencies; and\n\n6. Disperse the allocation checks to the participating\n\nagencies.\n\nC. Each state employee shall receive from the state principal\n\ncombined fund raising organization general information material with\n\neach federation listed and each of its member agencies listed under\n\nthe federation. Each agency and federation shall be identified by a\n\ncode number. If descriptions of each agency are used in the general\n\ninformation material, they shall be provided to the state principal\n\ncombined fund raising organization by the federations.\n\nD. Each state employee shall be given the option to designate\n\nhis or her gifts. Undesignated gifts shall be allocated pursuant to\n\nthe provisions of subsection E of this section.\n\nE. Undesignated money shall be distributed in the same\n\nproportion as designated dollars within the State of Oklahoma.\n\nF. Allocations shall be distributed quarterly; provided, for\n\ncampaigns of One Hundred Thousand Dollars ($100,000.00) or less,\n\nallocations shall be distributed semiannually.
