Stat. tit. 74, § 74-7068","heading":"Abolition of Medical Technology and Research Authority –","body":"Transfer of powers, duties, and responsibilities to University of\n\nOklahoma.\n\nA. The Medical Technology and Research Authority of Oklahoma is\n\nhereby abolished. Effective July 1, 2001, the powers, duties, and\n\nresponsibilities of the Authority as set forth in subsection C of\n\nthis section shall be transferred to the University of Oklahoma.\n\nAll employees, property, records, unexpended funds, and outstanding\n\nfinancial obligations and encumbrances of the Authority are hereby\n\ntransferred to the University of Oklahoma.\n\nB. 1. Employees transferred to the University of Oklahoma\n\npursuant to this section shall retain pay and benefits, to the\n\nextent possible, including longevity, insurance benefits for\n\nthemselves and their dependents, seniority, and rights and other\n\nprivileges and benefits.\n\n2. a. An employee transferred pursuant to the provisions of\n\nthis section may elect to remain as a member of the\n\nOklahoma Public Employees Retirement System and, if\n\nthe employee elects to do so, shall file an election\n\non a form prescribed for that purpose with the\n\nOklahoma Public Employees Retirement System not later\n\nthan December 31, 2001, or the employee may elect to\n\nbecome a member of the Teachers’ Retirement System of\n\nOklahoma and, if the employee elects to do so, shall\n\nfile an election on a form prescribed for that purpose\n\nwith the Teachers’ Retirement System of Oklahoma not\n\nlater than December 31, 2001.\n\nb. If an employee files the election provided for in this\n\nparagraph to continue membership in the Oklahoma\n\nPublic Employees Retirement System, the University of\n\nOklahoma shall pay the required employer contributions\n\napplicable to the participating employers in the\n\nOklahoma Public Employees Retirement System pursuant\n\nto Section 920 of Title 74 of the Oklahoma Statutes\n\nand the employee shall continue to pay employee\n\ncontributions as required by Section 919.1 of Title 74\n\nof the Oklahoma Statutes.\n\nc. Until an employee files an election pursuant to this\n\nparagraph, the employee shall continue to be a member\n\nof the Oklahoma Public Employees Retirement System and\n\nthe University of Oklahoma shall make required\n\nemployer contributions pursuant to Section 920 of\n\nTitle 74 of the Oklahoma Statutes.\n\nd. If an employee transferred pursuant to this section\n\nelects a vested benefit to be paid from the Oklahoma\n\nPublic Employees Retirement System, and if the\n\nemployee has accumulated sick leave, on June 30, 2001,\n\nequal to or in excess of one hundred thirty (130) days\n\nthen, notwithstanding the actual amount of accumulated\n\nsick leave the employee has accrued on the date as of\n\nwhich the vested benefit is elected, the provisions of\n\nSection 913 of Title 74 of the Oklahoma Statutes shall\n\nbe applicable to the computation of participating\n\nservice credit based upon accumulated sick leave for\n\nsuch employee.\n\n3. a. An employee transferred pursuant to the provisions of\n\nthis section may elect to become a member of the\n\nTeachers’ Retirement System of Oklahoma pursuant to\n\nthe election authorized by this section. If the\n\nemployee makes an election to become a member of the\n\nTeachers’ Retirement System of Oklahoma, the employee\n\nmay acquire service credit in the Teachers’ Retirement\n\nSystem of Oklahoma pursuant to the provisions of\n\nSection 17-116.2 of Title 70 of the Oklahoma Statutes.\n\nb. On and after the date that an employee makes an\n\nelection to become a member of the Teachers’\n\nRetirement System of Oklahoma pursuant to subparagraph\n\na of paragraph 2 of this subsection, the University of\n\nOklahoma shall make required contributions pursuant to\n\nSection 17-108.1 of Title 70 of the Oklahoma Statutes\n\nand the employee shall make required contributions\n\nimposed pursuant to Section 17-116.2 of Title 70 of\n\nthe Oklahoma Statutes.\n\nc. On and after the date that an employee files the\nirement System of Oklahoma pursuant to subparagraph\n\na of paragraph 2 of this subsection, the University of\n\nOklahoma shall make required contributions pursuant to\n\nSection 17-108.1 of Title 70 of the Oklahoma Statutes\n\nand the employee shall make required contributions\n\nimposed pursuant to Section 17-116.2 of Title 70 of\n\nthe Oklahoma Statutes.\n\nc. On and after the date that an employee files the\n\nelection to become a member of the Teachers’\n\nRetirement System of Oklahoma, the University of\n\nOklahoma and the employee making the election shall be\n\nsubject to all requirements of the provisions of\n\nSections 17-101 et seq. of Title 70 of the Oklahoma\n\nStatutes governing the Teachers’ Retirement System of\n\nOklahoma.\n\nC. The following powers, duties, and responsibilities of the\n\nAuthority shall be transferred to the University of Oklahoma:\n\n1. The regulation and control of all vehicular parking within\n\nthe district, including vehicular parking in parking garages, on\n\nparking lots, along driveways and along public or private streets,\n\nand at all other locations within the district. The University of\n\nOklahoma is specifically empowered to regulate the number of\n\nvehicular parking spaces within the district, the hours of operation\n\nand availability of vehicular parking spaces, the charges to be\n\nassessed to the users of vehicular parking spaces and standards of\n\nconstruction and operation with respect to all vehicular parking\n\nfacilities or areas within the district. In furtherance of the\n\nforegoing, the University may enter into agreements with the City of\n\nOklahoma City or other governmental agencies with respect to\n\nenforcement of parking regulations; however, in all cases, the\n\njurisdiction, power and authority to regulate vehicular parking\n\ngranted by this act to the University shall be superior to and shall\n\ncontrol over any parking jurisdiction possessed by any other agency\n\nof state government, political subdivision or municipality. No\n\nvehicular parking spaces shall be created or allowed to continue\n\nwithin the district unless authorized by the University.\n\nNotwithstanding anything contained herein to the contrary, vehicular\n\nparking garages and hard-surfaced parking lots existing on May 1,\n\n1990, not within public streets or rights-of-way, and having\n\nindividual capacities in excess of ten (10) vehicular parking\n\nspaces, shall not be subject to the powers of the University as\n\ngranted by this paragraph as to parking regulation unless, with\n\nrespect to an individual property, the holder of same shall consent\n\nto such regulation by the University. Those parties not consenting\n\nto regulation by the University shall be responsible for the\n\nmaintenance and operation of their respective parking garages; and\n\n2. The regulation and control of vehicular parking within the\n\nsecondary district as follows: No parking garages or parking lots\n\nshall be constructed or used without the prior approval of the\n\nUniversity; however, vehicular parking accessory to a building,\n\nprovided to meet the minimum vehicular parking requirements of the\n\nCity of Oklahoma City for such building, need not obtain approval of\n\nthe University; provided further, all parking in excess of such\n\nminimum requirements shall obtain the approval of the University.\n\nUniversity approval shall not be required for vehicular parking\n\ngarages or parking lots existing on May 1, 1990. Parking accessory\n\nto a residence shall not require University approval.\n\nD. As used in this section:\n\n1. \"District\" means an area of Oklahoma County described as\n\nfollows: Beginning at a point on the centerline of the Centennial\n\nExpressway which intersects N.E. 11th Street, extended, thence east\n\nalong the north right-of-way line of N.E. 11th Street and N.E. 11th\n\nStreet extended to the west right-of-way line of Stiles Avenue,\n\nthence north along the west right-of-way line of Stiles Avenue to\nn:\n\n1. \"District\" means an area of Oklahoma County described as\n\nfollows: Beginning at a point on the centerline of the Centennial\n\nExpressway which intersects N.E. 11th Street, extended, thence east\n\nalong the north right-of-way line of N.E. 11th Street and N.E. 11th\n\nStreet extended to the west right-of-way line of Stiles Avenue,\n\nthence north along the west right-of-way line of Stiles Avenue to\n\nthe north right-of-way line of N.E. 13th Street, thence east along\n\nthe north right-of-way of N.E. 13th Street to the east right-of-way\n\nof Lincoln Boulevard, thence north along the west right-of-way line\n\nof Lincoln Boulevard to the intersection of the north right-of-way\n\nline of the east-west alley, extended, located in Block 7, Howe's\n\nCapitol Addition, thence east along the north right-of-way line of\n\nsaid alley and said alley, extended, to the west right-of-way line\n\nof Lindsay Avenue, thence north along the west right-of-way line of\n\nLindsay Avenue to the north right-of-way line of N.E. 14th Street,\n\nthence east along the north right-of-way line of N.E. 14th Street to\n\nthe west right-of-way line of Phillips Avenue, thence north along\n\nthe west right-of-way line of Phillips Avenue to the north right-of-\n\nway line of N.E. 16th Street, thence east along the north right-of-\n\nway line of N.E. 16th Street to the east right-of-way line of\n\nMcMecham Parkway, McMecham Parkway, also known as McMechan Parkway,\n\nalso known as McMeachan Parkway, thence south along the east right-\n\nof-way line of McMecham Parkway, thence south along the east right-\n\nof-way line of McMecham Parkway to the north right-of-way line of\n\nN.E. 15th Street, thence east along the north right-of-way line of\n\nN.E. 15th Street to the east right-of-way line of Kelley Avenue,\n\nthence south along the east right-of-way line of Kelley Avenue to\n\nthe north right-of-way line of N.E. 13th Street, thence\n\nnortheasterly and east along the north right-of-way line of N.E.\n\n13th Street to the east right-of-way line of Lottie Avenue, thence\n\nsouth along the east right-of-way line of Lottie Avenue to the south\n\nright-of-way line of N.E. 8th Street, thence west along the south\n\nright-of-way line of N.E. 8th Street to the east right-of-way line\n\nof North Lindsay Avenue, thence south along the east right-of-way\n\nline of Lindsay Avenue to the south right-of-way line of N.E. 6th\n\nStreet and N.E. 6th Street, extended, thence west along the south\n\nright-of-way line of N.E. 6th Street to the east right-of-way line\n\nof Lincoln Boulevard, thence south along the east right-of-way line\n\nof Lincoln Boulevard to the south right-of-way line of N.E. 4th\n\nStreet, thence west along the south right-of-way line of N.E. 4th\n\nStreet to the centerline of the Centennial Expressway, thence north\n\nalong the centerline of the Centennial Expressway to intersect with\n\nthe north right-of-way line of N.E. 11th Street extended, being the\n\npoint of beginning; and\n\n2. \"Secondary district\" means an area extending one thousand\n\nfive hundred (1,500) feet beyond the boundaries of the district, but\n\nin no case west of the centerline of the Centennial Expressway.","path":["OK Code","Title 74"],"source_url":"https://www.oklegislature.gov/OK_Statutes/CompleteTitles/os74.pdf","current_through":"2026-08-14","vintage":"open-us-law v2026.08, retrieved 2026-09-14","retrieved_at":"2026-09-14T18:32:36Z","sha256":"02b35c2436676b4d1b9e01887c3ba8bd24a7966a1413f6ccf06adb85d68ab154","source_id":"us-ok","stale":false,"prev":"us-ok/okla.-stat.-tit.-74-74-7010","next":"us-ok/okla.-stat.-tit.-74-74-71"},"notice":"GroundRules: Original legal text.
