The Oklahoma State Legislature hereby finds and declares\n\nthat:\n\n1. Statistical studies chronicling the status of African-\n\nAmerican males in American society reveal startling and disturbing\n\nconditions and trends;\n\n2. By every indicia measuring achievement, success and quality\n\nof life in American society, African-American males are facing a\n\nprodigious struggle for survival while fighting formidable\n\nopponents;\n\n3. African-American males make up only three and two-tenths\n\npercent (3.2%) of the population of Oklahoma, but are victims of\n\ntwenty-one and eight-tenths percent (21.8%) of the state's homicides\n\nand comprise twenty-one and five-tenths percent (21.5%) of all\n\npersons under the control of the State Department of Corrections;\n\n4. National statistics indicate that one of every twenty-two\n\nAfrican-American males will die as a result of homicide and that one\n\nof every six African-American males will be arrested by the age of\n\nnineteen years;\n\n5. African-American males make up only three percent (3%) of\n\nOklahoma's total college and university enrollment;\n\n6. African-American males suffer from more debilitating health\n\nproblems, a higher death rate and a lower life expectancy than males\n\nin other ethnic and racial groups;\n\n7. Between the years 1973 and 1988, the average real annual\n\nincome for African-American males in the United States between the\n\nages of twenty and twenty-four years fell by more than fifty percent\n\n(50%); and\n\n8.
