The Authority shall have the power to:\n\n1. Adopt a seal for its official use;\n\n2. Contract;\n\n3. Own property;\n\n4. Accept gifts and donations;\n\n5. Invest funds under its control; and\n\n6. Such other powers as are not inconsistent with the duties\n\nand responsibilities imposed upon the Authority.\n\nB. The Authority shall not have the power to:\n\n1. Acquire property through the use of eminent domain;\n\n2. Become indebted in any manner; or\n\n3.
