In addition to other responsibilities imposed upon it by\n\nlaw, the Greenwood Area Redevelopment Authority shall develop a\n\nlong-term plan for the redevelopment of the Greenwood Area. The\n\nAuthority may engage the services of such advisors, consultants or\n\nother persons or business entities as may be required in order to\n\nformulate the plan.\n\nB. The plan shall include:\n\n1. An assessment of the existing conditions of the Greenwood\n\nArea, including, but not limited to:\n\na. population,\n\nb. per capita income,\n\nc. employment or unemployment rates,\n\nd. workforce characteristics,\n\ne. assessed value,\n\nf. existing land use regulations or restrictions,\n\ng. available utilities such as water, electricity, solid\n\nand other waste disposal and access to\n\ntelecommunication services, including but not limited\n\nto conventional or fiber optic cable,\n\nh. identification of persons or entities doing business\n\nwithin the Greenwood Area,\n\ni. identification of existing infrastructure such as\n\nwater, sewer, roads, and other public sector assets\n\nwhich are material to business location, business\n\ninvestment and business reinvestment decisions,\n\nj. traffic volume and characteristics,\n\nk. any existing economic development incentives\n\napplicable to persons or entities within the Greenwood\n\nArea, including but not limited to areas which qualify\n\nas enterprise zones pursuant to Section 690.1 et seq.\n\nof Title 62 of the Oklahoma Statutes and any existing\n\nor proposed increment or incentive districts pursuant\n\nto the Local Development Act, Section 850 et seq. of\n\nTitle 62 of the Oklahoma Statutes, and\n\nl. such other demographic data or characteristics as the\n\nAuthority or its consultants or advisors consider to\n\nbe relevant to the mission and responsibilities\n\nimposed upon the Authority pursuant to this section;\n\n2. Specific recommendations regarding the redevelopment and\n\nreinvestment of capital within the Greenwood Area, including, but\n\nnot limited to recommendations regarding the uses of real property\n\nmost conducive to the redevelopment and reinvestment of the\n\nGreenwood Area, whether for residential dwellings, wholesale or\n\nretail business activity, commercial and industrial activity,\n\ngovernmental uses, community assets such as parks and similar\n\ndevelopment, and such other uses of the Greenwood Area real property\n\nmost conducive to a sustained and viable redevelopment and\n\nreinvestment resulting in a productive use of the real property and\n\nimprovements located within the Greenwood Area;\n\n3. An analysis of the efforts of other states or political\n\nsubdivisions with respect to the redevelopment and reinvestment of\n\nareas with economic characteristics similar to the Greenwood Area\n\nwith recommendations to duplicate successful models or programs,\n\nwhether through the stimulation of private investment, the use of\n\ngovernment resources to stimulate private investment, community\n\ndevelopment programs and other methods as deemed advisable by the\n\nAuthority;\n\n4. A specific list of resources that might be utilized in the\n\nredevelopment and reinvestment effort, including, but not limited\n\nto:\n\na. federal grants or loans or programs offered through\n\nany federal agency such as the United States\n\nDepartment of Commerce and the United States\n\nDepartment of Housing and Urban Development,\n\nb. state programs available to individuals or business\n\nentities, whether in the form of grants or loans or\n\nother programs, which would have the effect of\n\nstimulating redevelopment and reinvestment in the\n\nGreenwood Area,\n\nc. local programs available to individuals or business\n\nentities which would have the effect of stimulating\n\nredevelopment and reinvestment in the Greenwood Area,\n\nand\n\nd. any program or resource available through private not-\n\nfor-profit organizations that would be compatible with\n\nthe goals and objectives of the Authority with respect\n\nto its duties for the development of the long-term\nod Area,\n\nc. local programs available to individuals or business\n\nentities which would have the effect of stimulating\n\nredevelopment and reinvestment in the Greenwood Area,\n\nand\n\nd. any program or resource available through private not-\n\nfor-profit organizations that would be compatible with\n\nthe goals and objectives of the Authority with respect\n\nto its duties for the development of the long-term\n\nplan and the identification of specific actions which\n\ncould be taken to stimulate redevelopment and\n\nreinvestment in the Greenwood Area; and\n\n5. A projected timetable with specific dates to achieve the\n\nrecommended development of the Greenwood Area including specific\n\nactions to be taken by persons, business entities, financial service\n\nproviders, contractors, consultants, or other persons or entities in\n\norder to achieve the recommendations of the Authority within a\n\nrealistic period of time.\n\nC.
