Stat. tit. 74, § 74-8303","heading":"Rural Action Partnership Program – Duties – Annual","body":"evaluation - Purpose.\n\nA. There is hereby created within the Oklahoma Department of\n\nCommerce the Rural Action Partnership Program.\n\nB. The Rural Action Partnership Program shall be responsible\n\nfor coordinating and assisting in:\n\n1. Establishing a statewide toll free telephone program to serve\n\nas a point of first contact between persons, business entities,\n\ngroups, associations, organizations, state and local government\n\nofficials and others for purposes of facilitating contact with\n\nservice providers, providing information regarding primarily rural\n\neconomic development entities, programs, resources and activities\n\nand to provide assistance to persons, firms and representatives of\n\ngovernmental entities attempting to establish or expand a for-profit\n\nbusiness in a rural area of the state;\n\n2. Assisting in the coordination of primarily rural economic\n\ndevelopment programs offered within the state;\n\n3. Administering a rural economic development and employer\n\nregional outreach program that divides the state into at least four\n\nareas with each such area to be served by at least one rural\n\nregional economic development coordinator who shall assist in the\n\nestablishment and coordination of rural economic development\n\npartnerships;\n\n4. The accumulation and organization of information to be used\n\nas a rural economic development resource database, including, but\n\nnot limited to, contact information for persons, firms, groups,\n\norganizations and others involved in rural economic development\n\nissues, availability of federal, state and local incentive programs,\n\nand, subject to available funding, the development and maintenance\n\nof a rural development Internet web site to promote access to such\n\ninformation;\n\n5. A comprehensive survey of natural resources located or\n\navailable in primarily rural areas of the state in order to match\n\npotential value-added business activity with such resources;\n\n6. The sponsorship, with key economic development partners, of\n\nperiodic rural development summits or conferences for purposes of\n\ncommunicating about the existence of the Rural Action Partnership\n\nProgram, availability of assistance, development of additional\n\nservices consistent with the mission of the Program and such matters\n\nas may be conducive to improving the delivery of services with\n\nrespect to rural development programs and rural economic\n\ndevelopment; and\n\n7. Providing such services and developing such programs,\n\nfunctions or initiatives that may be necessary for or that would\n\npromote the development of rural resources and the rural economy.\n\nC. The mission of the Rural Action Partnership Program shall be\n\nto foster healthy and sustainable rural communities through small\n\nbusiness retention, expansion, and entrepreneurial development.\n\nD. The primary emphasis for the regional economic development\n\noutreach specialists shall be to serve the needs of the communities\n\nor regions with declining populations or with economic indicators\n\nthat suggest additional information and resources would be of\n\nbenefit to improve the economic conditions of such community.\n\nE. The Oklahoma Department of Commerce, in support of the\n\nmission of the Rural Action Partnership Program, may request the\n\nassistance of the Oklahoma Water Resources Board, Department of\n\nEnvironmental Quality, Oklahoma Corporation Commission, Oklahoma Tax\n\nCommission, Oklahoma Employment Security Commission, Oklahoma\n\nDepartment of Agriculture, Food, and Forestry, Oklahoma Department\n\nof Tourism, Department of Transportation, the Oklahoma State Regents\n\nfor Higher Education, the Oklahoma Department of Career and\n\nTechnology Education or such other agencies, boards, commissions,\n\ndepartments or other entities of state government as may be required\n\nin order to assist with the implementation of the programs for which\n\nthe Rural Action Partnership Program is responsible.\npartment\n\nof Tourism, Department of Transportation, the Oklahoma State Regents\n\nfor Higher Education, the Oklahoma Department of Career and\n\nTechnology Education or such other agencies, boards, commissions,\n\ndepartments or other entities of state government as may be required\n\nin order to assist with the implementation of the programs for which\n\nthe Rural Action Partnership Program is responsible.\n\nF. The Oklahoma Department of Commerce shall conduct an annual\n\nevaluation of the Rural Action Partnership Program. Not later than\n\nDecember 31, 2007, the Executive Director of the Oklahoma Department\n\nof Commerce shall make a report regarding the actions and functions\n\nof the Rural Action Partnership Program to the Governor, Speaker of\n\nthe Oklahoma House of Representatives and the President Pro Tempore\n\nof the State Senate.
