Stat. tit. 74, § 74-840-1.6A","heading":"Office of Management and Enterprise Services -","body":"Personnel administration.\n\nThe Office of Personnel Management Division of the Office of\n\nState Finance was consolidated into and renamed the Office of\n\nManagement and Enterprise Services. Where the term \"Office of\n\nPersonnel Management\" is used within the Oklahoma Statutes, it shall\n\nmean the Office of Management and Enterprise Services. The chief\n\nadministrative officer shall be the Director of the Office of\n\nManagement and Enterprise Services. In addition to the other duties\n\nimposed by law, the Director shall:\n\n1. Be responsible for the development of an efficient and\n\neffective system of personnel administration that meets the\n\nmanagement needs of the various agencies;\n\n2. Organize the Office to provide both service and regulatory\n\nfunctions that are effective and efficient in meeting the management\n\nneeds of various state agencies. The Director is directed to\n\nestablish an agency service function to assist agencies with human\n\nresource needs based upon the administrative capacity and resources\n\nof the various agencies;\n\n3. Prepare, maintain, and revise a system of employment\n\ndesigned to ensure the impartial consideration of applicants for\n\nemployment and to protect state employees from arbitrary dismissal\n\nor unfair treatment;\n\n4. Develop and maintain a classification and compensation\n\nsystem for all positions in the executive branch of state government\n\nincluding those established by the Oklahoma Constitution;\n\n5. Conduct an analysis of the rates of pay prevailing in the\n\nstate in the public and private sectors for comparable jobs and\n\nreport the findings to the Governor, the President Pro Tempore of\n\nthe Senate, and the Speaker of the House of Representatives no later\n\nthan December 1 of each year. Such analysis shall include all forms\n\nof compensation including fringe benefits. Information solicited by\n\nthe Office of Management and Enterprise Services from public and\n\nprivate sector employers for such analysis, including but not\n\nlimited to salaries, benefits, and compensation policies and\n\nprocedures, shall be confidential and shall not be subject to\n\ndisclosure under the Oklahoma Open Records Act;\n\n6. Assist state agencies in implementing their duties and\n\nobligations and provide standard forms to the agencies if necessary;\n\n7. Develop, in cooperation with appointing authorities,\n\nemployee training programs, management training programs, a\n\ncertified public manager program, a recruiting program, and a system\n\nof performance appraisals, and assist appointing authorities in the\n\nsetting of productivity goals. The Director may establish and\n\ncollect fees for participation in training programs. The Director\n\nis authorized to purchase awards for presentation to state employees\n\nas part of employee recognition activities sponsored by the Office\n\nof Management and Enterprise Services;\n\n8. Establish rules for leave and pay including, but not limited\n\nto, rules for leave, furloughs, performance pay increases, rates for\n\npay differentials, on-call pay, and other types of pay incentives\n\nand salary adjustments consistent with this act and reduction-in-\n\nforce;\n\n9. Be responsible for the development and maintenance of a\n\nuniform occupation code system, grouped by job titles or duties, for\n\nall state positions. The responsibility shall include the\n\nestablishment of rules governing the identification, tracking, and\n\nreporting of all state positions as provided in Section 840-2.13 of\n\nthis title;\n\n10. Be responsible for advising state agencies on personnel\n\npolicy and administration;\n\n11. Establish standards for continuing training and\n\ncertification of personnel professionals in the executive branch of\n\nstate government, excluding institutions within The Oklahoma State\n\nSystem of Higher Education. Employees appointed to professional\n\npersonnel positions shall complete an initial training program\n\nwithin one (1) year after assuming the professional personnel\nnd administration;\n\n11. Establish standards for continuing training and\n\ncertification of personnel professionals in the executive branch of\n\nstate government, excluding institutions within The Oklahoma State\n\nSystem of Higher Education. Employees appointed to professional\n\npersonnel positions shall complete an initial training program\n\nwithin one (1) year after assuming the professional personnel\n\nposition. Thereafter, they shall complete annual training\n\nrequirements. Each appointing authority shall ensure that all\n\nprofessional personnel employees are notified of, and scheduled to\n\nattend, required training programs and shall make time available for\n\nemployees to complete the programs. The Director shall be\n\nauthorized to bill agencies for the training of personnel\n\nprofessionals pursuant to this paragraph to recover reasonable costs\n\nassociated with the training. Monies received for such training\n\nshall be deposited in the Human Capital Management Revolving Fund.\n\nExpenditure of such funds collected for the training shall be exempt\n\nfrom any expenditure limit on the Office of Management and\n\nEnterprise Services established by law;\n\n12. Not less than once during each two-year period, conduct a\n\nstudy identifying the following, by job family descriptors:\n\na. selected jobs with a turnover rate in excess of ten\n\npercent (10%),\n\nb. selected jobs identified by the Director of the Office\n\nof Management and Enterprise Services with salaries\n\nand benefits that are ten percent (10%) or more below\n\nthe market for such positions, and\n\nc. selected jobs identified by the Director in which\n\nrecruitment efforts have yielded a low number of\n\nqualified applicants;\n\n13. Establish a workforce planning function within the Office\n\nof Management and Enterprise Services to assist state agencies in\n\nanalyzing the current workforce, determining future workforce needs,\n\nand implementing solutions so that agencies may accomplish their\n\nmissions; and\n\n14. Establish a quality management function within the Office\n\nof Management and Enterprise Services and shall assist state\n\nagencies in fully integrating quality management concepts and models\n\ninto their business practices for the purpose of improving the\n\noverall efficiency and effectiveness of state government.","path":["OK Code","Title 74"],"source_url":"https://www.oklegislature.gov/OK_Statutes/CompleteTitles/os74.pdf","current_through":"2026-08-14","vintage":"open-us-law v2026.08, retrieved 2026-09-14","retrieved_at":"2026-09-14T18:32:36Z","sha256":"4c06834694a53d53b04d432803d0386562cd1826f7cf787a8185ed6a31f7ccec","source_id":"us-ok","stale":false,"prev":"us-ok/okla.-stat.-tit.-74-74-840-1.6","next":"us-ok/okla.-stat.-tit.-74-74-840-2.10"},"notice":"GroundRules: Original legal text.
