The intent of the Legislature is to increase individual\n\nagency skill and accountability in managing the costs associated\n\nwith personnel and in applying controls that will enhance the\n\nability of the State of Oklahoma to manage the overall costs of\n\nhuman resources as efficiently as possible, while continuing to\n\nmaintain fairness to employees.\n\nB. The Office of Management and Enterprise Services shall\n\nproduce an electronic report on an annual basis of all reallocation\n\ndecisions for career service positions.\n\nC. The Office of Management and Enterprise Services shall\n\nproduce an electronic report on an annual basis of all transactions\n\nin the state service involving the establishment of new positions.\n\nD.
