Such punitive\n\ntransfers shall be subject to the Civil Service and Human Capital\n\nModernization Act. For transfers not deemed punitive, a partial\n\npayment by the State of Oklahoma shall be paid to a certified\n\ncarrier for the cost of moving any employee permanently transferred\n\nat the request of a state agency.
