The State of Oklahoma, to recruit, retain and motivate a\n\nquality workforce for the purpose of providing quality services to\n\nthe citizens of Oklahoma, shall provide a compensation structure\n\nbased on internal equity and external competitiveness balanced by\n\nthe state's fiscal conditions. The state's goal shall be to provide\n\na flexible and adaptable state employee compensation system based on\n\nthe market data found in relevant public and private sector markets.\n\nB. The Director of the Office of Management and Enterprise\n\nServices shall develop a compensation schedule for all positions\n\nwithin the executive branch, excluding institutions under the\n\nadministrative authority of the Oklahoma State Regents for Higher\n\nEducation. The Office may develop market-based occupational\n\ncompensation structures. The compensation structures established\n\npursuant to this section for all positions shall be initially\n\nestablished and published by January 1, 2015, and shall thereafter\n\nbe reviewed for revision annually. The provisions of this section\n\nare not subject to the provisions of Article I of the Administrative\n\nProcedures Act.\n\nC. Beginning in fiscal year 2023, a study shall be funded to\n\nexamine the overall compensation for all positions covered by the\n\nOffice of Management and Enterprise Services under the Civil Service\n\nand Human Capital Management Act. The study shall include an\n\nanalysis of the overall state workforce and make recommendations for\n\nany increase or decrease in specific areas of the workforce. The\n\nstudy shall be completed and the findings submitted to the Offices\n\nof the Governor, the Speaker of the Oklahoma House of\n\nRepresentatives, and the President Pro Tempore of the Oklahoma State\n\nSenate by December 31, 2022. The study shall be funded and\n\nperformed every four (4) years thereafter.\n\nD. Beginning in fiscal year 2023, a study shall be funded to\n\nexamine the overall human resources functions throughout the state.\n\nThe study shall include an analysis of how the statewide human\n\nresources functions can be consolidated and recommendations on how\n\nto consolidate such functions.\n\nE.
