The following offices, positions and personnel shall not be\n\nconsidered state employees except as otherwise provided by law:\n\n1. Patient and inmate help in the state charitable, mental and\n\ncorrectional institutions;\n\n2. Persons engaged in public work for the state, but employed\n\nby contractors when the performance of such contract is authorized\n\nby the Legislature or other competent authority;\n\n3. All employees of all public school districts; and\n\n4. Officers and members of the Oklahoma National Guard, as\n\nsuch.\n\nB.
