Stat. tit. 74, § 74-8403","heading":"African-American Centennial Plaza Design Committee -","body":"Creation - Membership - Compensation - Staffing.\n\nA. There is hereby created the African-American Centennial\n\nPlaza Design Committee. The purpose of the Committee shall be to\n\nrecommend the design of the African-American Centennial Plaza and to\n\nprovide oversight and advice to the Oklahoma Historical Society in\n\nthe design, construction, and funding sources of the Plaza which\n\nshall be located in the median of Lincoln Boulevard between 18th\n\nStreet and the State Capitol Building; provided, however, such\n\nconstruction shall begin only when the total amount of non-state-\n\nappropriated funds necessary to complete the Plaza has been raised\n\nor secured. Should the total amount of non-state-appropriated funds\n\nnot be raised or secured within two (2) years after the effective\n\ndate of this act, the site referred to in this section shall no\n\nlonger be reserved for the Plaza.\n\nB. The Committee shall consist of seven (7) members as follows:\n\n1. The President Pro Tempore of the Senate, or a designee;\n\n2. The Speaker of the House of Representatives, or a designee;\n\n3. The Governor, or a designee;\n\n4. The Lieutenant Governor, or a designee;\n\n5. The Executive Director of the Oklahoma Historical Society,\n\nor a designee;\n\n6. The Director of the Office of Management and Enterprise\n\nServices, or a designee; and\n\n7. The Executive Director of the Oklahoma Arts Council, or a\n\ndesignee.\n\nC. The President Pro Tempore of the Senate and the Speaker of\n\nthe House of Representatives shall annually appoint a chair and a\n\nvice-chair, respectively, from among the membership. The Committee\n\nmay elect other officers as deemed necessary. Meetings of the\n\nCommittee shall be subject to the provisions of the Oklahoma Open\n\nMeeting Act and the Oklahoma Open Records Act.\n\nD. Members of the Committee shall receive no compensation for\n\ntheir service on the Committee, but may receive travel reimbursement\n\nas follows:\n\n1. Legislative members of the Committee may be reimbursed for\n\nnecessary travel expenses incurred in the performance of their\n\nduties in accordance with the provisions of Section 456 of Title 74\n\nof the Oklahoma Statutes;\n\n2. Nonlegislative state agency members of the Committee may be\n\nreimbursed by their agencies pursuant to the provisions of the State\n\nTravel Reimbursement Act; and\n\n3. Other members of the Committee may be reimbursed by the\n\nOklahoma Historical Society pursuant to the provisions of the State\n\nTravel Reimbursement Act.\n\nE. Staffing for the Committee shall be provided by the staffs\n\nof the:\n\n1. Oklahoma Historical Society;\n\n2. Oklahoma State Senate; and\n\n3. Oklahoma House of Representatives.\n\nF. The duties of the Committee shall be to:\n\n1. Develop criteria for and solicit public comment and input on\n\nthe development and design of the Plaza;\n\n2. Develop and implement criteria for a design competition\n\nwhich shall include, but not be limited to, solicitation of designs\n\nfrom appropriate persons or entities, and incorporation of any work\n\nthat may already have been initiated on the design of the Plaza.\n\nThe Committee shall select three designs as finalists from among the\n\ndesigns submitted through the competition and shall present the\n\nselected designs to the public for comment and input. The Committee\n\nshall give due consideration to the comments received from the\n\npublic in choosing the design that, in the opinion of a majority of\n\nthe Committee members, is most appropriate to commemorate the unique\n\nhistory and contributions of African Americans in Oklahoma;\n\n3. From the three finalists, select the design winner and an\n\nalternate whose designs shall be forwarded to the Executive Director\n\nof the Oklahoma Historical Society; and\n\n4. Provide oversight and advice to the Oklahoma Historical\n\nSociety during the design and construction of the Plaza.\n\nG. The Director of the Office of Management and Enterprise\nd contributions of African Americans in Oklahoma;\n\n3. From the three finalists, select the design winner and an\n\nalternate whose designs shall be forwarded to the Executive Director\n\nof the Oklahoma Historical Society; and\n\n4. Provide oversight and advice to the Oklahoma Historical\n\nSociety during the design and construction of the Plaza.\n\nG. The Director of the Office of Management and Enterprise\n\nServices shall be responsible for awarding all contracts related to\n\nthe construction of the Plaza. The Director, in consultation with\n\nthe Committee, may elect to use the alternate design or recommend\n\nthe reopening of the award process if the winning design\n\nconstruction exceeds the anticipated budget for the Plaza.\n\nH.
