Effective July 1, 2003, state agencies shall allow product\n\nvendors that have an authorized payroll deduction for state\n\nemployees pursuant to Section 7.10 of Title 62 of the Oklahoma\n\nStatutes reasonable access to state employees in order to provide\n\ninformation concerning their products. In cooperation with the\n\nindividual state agencies, vendors shall be allowed, at a minimum,\n\nannual access to state employees for such purpose. This access\n\nshall only occur during scheduled breaks or during periods\n\nimmediately before or after normal work hours and must not disrupt\n\nor interfere with the business of the agency. For those state\n\ngovernment facilities that operate twenty-four (24) hours a day,\n\nvendors shall be allowed access for each shift. State funds shall\n\nnot be utilized to accommodate this access.\n\nB.
