State agencies shall allow employee organizations the\n\nfollowing privileges:\n\n1. Holding meetings on state property in a location that does\n\nnot disrupt the operations of agency business. Employees may attend\n\nsuch meetings as long as meetings are conducted before or after\n\nworking hours, or during employee lunch periods; and\n\n2. Allowing employee organizations to provide information to\n\nstate agencies to be included in new employee packets.\n\nB. The Director of the Office of Management and Enterprise\n\nServices shall promulgate rules governing the annual distribution of\n\nemployee organization materials by state agencies.\n\nC.
