Beginning November 1, 2019, the Oklahoma Highway Patrol\n\nDivision of the Department of Public Safety, the Oklahoma State\n\nBureau of Investigation and the Oklahoma Department of Corrections\n\nare authorized to establish a program requiring a one (1) year\n\ncommitment of service from individuals who are being trained for\n\npositions critical to the safety of the public. Funds of the\n\nagencies may be used to pay salaries or tuition and subsistence for\n\nemployees in these training programs, pursuant to the provisions of\n\nsubsection C of this section. Employees may be in work status while\n\nengaging in training and education programs provided for in this\n\nsection.\n\nB. Employees training for positions critical to the safety of\n\nthe public shall be eligible to execute a promissory note for\n\ntraining expenses payable to the agency whereby the employee\n\npromises to repay the note by remaining in employment with the\n\nagency for at least one (1) year. The duration of the loan\n\nrepayment will correspond with the program in which the employee\n\nparticipated as set forth in rules promulgated for the\n\nimplementation of this section.\n\nC. The amount due pursuant to this section shall be reduced at\n\na rate of Thirteen Dollars ($13.00) per calendar day beginning the\n\nfirst day after graduation from the education or training program.\n\nIf for any reason the employee leaves the employment of the\n\nDepartment, the obligation will be considered due.\n\nD. Violation of the provisions of the terms of the promissory\n\nnote for training expenses entered into pursuant to this section\n\nshall give rise to a cause of action and suit may be commenced by\n\nthe agencies for and on behalf of the State of Oklahoma for\n\nrestitution of any and all sums plus interest at the statutory rate,\n\ncosts and reasonable attorney fees. The provisions of this section\n\nshall not apply to persons who volunteer, who are drafted into\n\nactive military service subsequent to receiving training at state\n\nexpense or who have been terminated prior to the obligation being\n\nfulfilled.\n\nE. The agencies may pay fees for employees to maintain licenses\n\nand certification required to provide services essential to the\n\nmission of the agencies. The agencies may require repayment of such\n\nfees pursuant to subsection C of this section.\n\nF.
