State agencies shall not discriminate against bidders from\n\nstates or nations outside Oklahoma, except as provided by this\n\nsection. State agencies shall reciprocate the bidding preference\n\ngiven by other states or nations to bidders domiciled in their\n\njurisdictions for acquisitions pursuant to the Oklahoma Central\n\nPurchasing Act. The Purchasing Division shall provide to certified\n\nprocurement officers information regarding the reciprocity provided\n\nby other states. This information shall be used by state agencies\n\nin evaluating bids.\n\nB. For purposes of awarding contracts state agencies shall:\n\n1. Give preference to goods and services that have been\n\nmanufactured or produced in this state if the price, fitness,\n\navailability and quality are otherwise equal;\n\n2. Give preference to goods and services from another state\n\nover foreign goods or services if goods or services manufactured or\n\nproduced in this state are not equal in price, fitness, availability\n\nor quality; and\n\n3.
