There is hereby created in the State Treasury a revolving\n\nfund for the Office of Management and Enterprise Services to be\n\ndesignated the \"Contract Management Revolving Fund\". The fund shall\n\nconsist of any monies received from fees, levies or rebates the\n\nOffice receives in accordance with subsection B of this section.\n\nThe revolving fund shall be a continuing fund, without legislative\n\nappropriation, not subject to fiscal year limitations, and shall be\n\nunder the control and management of the Office of Management and\n\nEnterprise Services. Expenditures from the Contract Management\n\nRevolving Fund shall be budgeted and expended pursuant to the laws\n\nof the state and the statutes relating to public finance. The fund\n\nshall be used to defray the costs of the Purchasing Division.\n\nWarrants for expenditures from the fund shall be drawn by the State\n\nTreasurer, based on claims signed by an authorized employee or\n\nemployees of the Office, and approved for payment by the Director of\n\nthe Office of Management and Enterprise Services.\n\nB. The State Purchasing Director may enter into or award\n\ncontracts that provide a contract management fee, levy or rebate to\n\nthe Office of Management and Enterprise Services.
