Payment for products or services pursuant to a contract\n\nexecuted by a state agency, whether or not such state agency is\n\nsubject to the Oklahoma Central Purchasing Act shall be made only\n\nafter products or services have been accepted as satisfactory. This\n\nsection shall not prohibit the payment of membership dues or payment\n\nfor subscriptions to magazines, periodicals or books or for payment\n\nto vendors providing subscription services.\n\nB. If the State Purchasing Director approves an acquisition\n\nfrom the federal government or agency and determines that the\n\nregulations of the federal government or agency handling the\n\nacquisition require that partial or full payment be made before the\n\nacquisition will be delivered, the State Purchasing Director, upon\n\nrequisition by the requesting party, shall have a state warrant\n\ndrawn against the funds of the acquiring state agency payable to the\n\nUnited States of America or its proper agency.
