Disabled Veteran Businesses.\n\nAs used in this section:\n\n1. \"Service-disabled veteran\" means any individual that is\n\ndisabled as certified by the appropriate federal agency responsible\n\nfor the administration of veterans' affairs; and\n\n2. \"Service-disabled veteran business\" means a business:\n\na. not less than fifty-one percent (51%) of which is\n\nowned by one or more service-disabled veterans or, in\n\nthe case of any publicly owned business, not less than\n\nfifty-one percent (51%) of the stock of which is owned\n\nby one or more service-disabled veterans, and\n\nb. the management and daily business operations of which\n\nare controlled by one or more service-disabled\n\nveterans.\n\nB. In awarding contracts for the performance of any job or\n\nservice, all agencies, departments, institutions and other entities\n\nof this state and of each political subdivision of this state shall\n\ngive a three-percentage point bonus preference to service-disabled\n\nveteran businesses doing business as Oklahoma firms, corporations or\n\nindividuals, or which maintain Oklahoma offices or places of\n\nbusiness.\n\nC. In implementing the provisions of subsection B of this\n\nsection, the following shall apply:\n\n1. The Director of the Office of Management and Enterprise\n\nServices shall have the goal of three percent (3%) of all such\n\ncontracts described in subsection B of this section to be awarded to\n\nsuch veterans; and\n\n2. If an insufficient number of such veterans doing business in\n\nthis state submit a bid or proposal for a contract by an agency,\n\ndepartment, institution or other entity of the state or a political\n\nsubdivision, such goal shall not be required and the provisions of\n\nparagraph 1 of this subsection shall not apply.\n\nD.
