Stat. tit. 74, § 74-85.45b","heading":"Definitions","body":"For purposes of the Oklahoma Minority Business Enterprise\n\nAssistance Act:\n\n1. \"Minority\" means a person who is a lawful resident of the\n\nState of Oklahoma and who is:\n\na. Black (a person having origins in any of the black\n\nracial groups of Africa),\n\nb. Hispanic (a person of Mexican, Puerto Rican, Cuban,\n\nCentral or South American descent),\n\nc. Asian American (a person having origins in any of the\n\noriginal peoples of the Far East, Southeast Asia, the\n\nIndian subcontinent, or the Pacific Islands), or\n\nd. American Indian and Alaskan Native (a person having\n\norigins in any of the original peoples of North\n\nAmerica);\n\n2. \"Minority business enterprise\" means a small business\n\nconcern, as defined pursuant to Section 3 of the Small Business Act\n\nand implementing regulations, which is owned and controlled by one\n\nor more minorities and is authorized to do and is doing business\n\nunder the laws of this state, paying all taxes duly assessed, and\n\ndomiciled within this state. \"Owned and controlled\" means a\n\nbusiness:\n\na. which is at least fifty-one percent (51%) owned by one\n\nor more minorities or, in the case of a publicly owned\n\nbusiness, at least fifty-one percent (51%) of all\n\nclasses or types of the stock is owned by one or more\n\nminorities, and\n\nb. whose management and daily business operations are\n\ncontrolled by one or more such individuals;\n\n3. \"Office\" means the Office of Management and Enterprise\n\nServices; and\n\n4. \"Person\" means an individual, sole proprietorship,\n\npartnership, association, or corporation.","path":["OK Code","Title 74"],"source_url":"https://www.oklegislature.gov/OK_Statutes/CompleteTitles/os74.pdf","current_through":"2026-08-14","vintage":"open-us-law v2026.08, retrieved 2026-09-14","retrieved_at":"2026-09-14T18:32:36Z","sha256":"0ddaf2f0957a522bbd16987be2520e0efe44acd7654689e0781a8f0e74932539","source_id":"us-ok","stale":false,"prev":"us-ok/okla.-stat.-tit.-74-74-85.45a","next":"us-ok/okla.-stat.-tit.-74-74-85.45c"},"notice":"GroundRules: Original legal text.
