There is hereby created the \"Oklahoma Supplier Diversity\n\nInitiative\", which shall be a state-sponsored supplier diversity\n\nprogram to provide a resource for state agencies and private\n\nbusinesses to utilize diverse firms in procurement opportunities to\n\nencourage growth in the economy of the state. The program shall\n\nprovide convenience for qualified and certified small business\n\nenterprises and minority business enterprises in contracting\n\nprojects in underserved areas.\n\nB. The program shall allow diverse business enterprises to\n\nregister with the Office of Management and Enterprise Services and\n\nallow registered vendors to be automatically notified of\n\nopportunities to do business with the state for specific\n\ncommodities. The program shall provide for simplified vendor\n\nregistration processes.\n\nC. The program shall authorize the Oklahoma Department of\n\nCommerce to develop a diversity certification program to qualify and\n\ncertify diverse business enterprises for the state.\n\nD. To qualify for the program, businesses shall have less than\n\nfive hundred total employees, an annual revenue equal to or less\n\nthan Twenty-five Million Dollars ($25,000,000.00) and be certified\n\nas one of the following:\n\n1. An Oklahoma Department of Transportation Disadvantaged\n\nBusiness Enterprise;\n\n2. Any of the following entities certified by the United States\n\nSmall Business Administration:\n\na. Woman-Owned Small Business,\n\nb. Minority-Business Enterprise,\n\nc. Small Disadvantaged Business,\n\nd. Service-disabled Veteran-Owned Small Business,\n\ne. HUBZone Small Business Concern, and\n\nf. 8(a) Business Development Program;\n\n3. A Native American-owned Business; or\n\n4. A Veteran-owned Business.\n\nE. The Central Purchasing Division of the Office of Management\n\nand Enterprise Services shall:\n\n1. Amend the vendor registration process to require diversity\n\ncertification check off and size standard information; and\n\n2. Create a search tool for all state agencies and public or\n\nprivate entities to utilize to obtain contact information for\n\ndiverse firms for the purpose of promoting procurement opportunities\n\nwithin the state.\n\nF. On or before September 1 of each year, the State Purchasing\n\nDirector shall submit a report to the Governor, the Speaker of the\n\nHouse of Representatives and the President Pro Tempore of the Senate\n\non the status of the percentile of state funds expended on contracts\n\nawarded to a certified Oklahoma Department of Transportation\n\nDisadvantaged Business Enterprise and all of the entities certified\n\nby the United States Small Business Administration mentioned in\n\nsubsection D of this section in the preceding fiscal year. The\n\nreport may include related economic impacts when applicable. The\n\nreport, statistics or other information concerning the participation\n\nin the program shall be retained by the Office of Management and\n\nEnterprise Services.\n\nG.
