To provide increased economy in state government procurement\n\nactivities and to maximize to the fullest extent practicable the\n\npurchasing value of state monies while ensuring that procurements\n\nare the most advantageous to state agencies;\n\n2. To foster effective broad-based competition for state\n\nprocurement within the free enterprise system;\n\n3. To modernize state statutes governing state government\n\nprocurement and permit the continued development of explicit and\n\nthoroughly considered procurement policies and practices;\n\n4. To ensure the fair and equitable treatment of all persons\n\nwho deal with state government procurement processes and to promote\n\nincreased public confidence in state government procurement\n\nprocedures; and\n\n5.
