There is hereby created in the State Treasury a revolving\n\nfund for the Office of Management and Enterprise Services, to be\n\ndesignated the \"State Recycling Revolving Fund\". The fund shall be\n\nadministered in accordance with standard revolving fund procedures.\n\nThe Office shall direct to the State Recycling Revolving Fund any\n\nfederal or private grants which may qualify. The Office shall have\n\nthe authority to expend monies from the fund for the purpose of\n\nimplementing the Oklahoma State Recycling and Recycled Materials\n\nProcurement Act and to defray expenses the Office incurs to support\n\nrecycling operations.\n\nB.
