There is hereby created in the State Treasury a revolving\n\nfund for the Office of Management and Enterprise Services, to be\n\ndesignated the “Risk Management Revolving Fund”. The fund shall be\n\na continuing fund, not subject to fiscal year limitations, and shall\n\nconsist of any monies transferred thereto by act of the Legislature\n\nand any monies which may be deposited thereto by the Office of\n\nManagement and Enterprise Services as provided for by law. The\n\nmoney in the fund shall be invested by the Risk Management\n\nAdministrator, as hired or contracted pursuant to Section 85.58A of\n\nthis title, in the manner specified for making investments in\n\nSection 1305.1 of this title. Investment income of the fund shall\n\nbe added to the fund.\n\nB. Within the Risk Management Revolving Fund, there is hereby\n\ncreated the Property and Casualty Account, the Motor Vehicle\n\nLiability Account and the General Tort Liability Account. The\n\nDirector of the Office of Management and Enterprise Services is\n\nauthorized to establish such additional accounts within the Risk\n\nManagement Revolving Fund deemed necessary. The monies in each\n\naccount shall be maintained actuarially separate to ensure that\n\npremiums or fees paid for specific insurance coverage are adequate\n\nto pay the expenses and claims for that coverage.\n\nC. All monies accruing to the credit of said fund are hereby\n\nappropriated and may be budgeted and expended by the Office of\n\nManagement and Enterprise Services for the purposes of the\n\nComprehensive Professional Risk Management Program provided for in\n\nSection 85.58A of this title, including but not limited to the\n\nsalaries and administrative expenses of the Risk Management\n\nAdministrator and support staff and expenses the Department incurs\n\nto support program operations.
