Except as otherwise provided for in this section, any\n\nagency, as defined in the Administrative Procedures Act, which has\n\nan expenditure for postage of Two Thousand Dollars ($2,000.00) or\n\nmore for any one (1) fiscal year shall install a postage meter\n\nmachine and have all purchases of postage recorded on that postage\n\nmeter machine. Except, a field office or branch office of a state\n\nagency distantly located from the parent agency, and which office\n\nhas an annual expenditure for postage of less than Two Thousand\n\nDollars ($2,000.00), may purchase postage stamps in the manner\n\nprescribed by Section 90.2 of this title and such purchases shall\n\nnot be subject to the provisions of subsection B of this section.\n\nB. Any agency, as defined in the Administrative Procedures Act,\n\nnot engaged in scientific research or community development, which\n\nfinds it necessary, in order to more efficiently and effectively\n\ncarry out certain programs or functions, is hereby authorized, upon\n\nmaking application to the Director of the Office of Management and\n\nEnterprise Services showing sufficient need and upon approval by\n\nsaid Director, to purchase not more than Two Thousand Dollars\n\n($2,000.00) worth of postage stamps during any one (1) fiscal year\n\nin the manner prescribed by Section 90.2 of this title, with a\n\nmethod of accountability for the use thereof to be maintained and\n\nsubject to audit. Any agency of the state engaged in scientific\n\nresearch or community development, which finds it necessary, in\n\norder to effectively carry out such research or development, is\n\nhereby authorized, upon making application to the Director of the\n\nOffice of Management and Enterprise Services showing sufficient need\n\nand upon approval by the Director, to purchase postage stamps in the\n\namount demonstrated necessary to pursue such research or development\n\nin the manner prescribed by Section 90.2 of this title, with a\n\nmethod of accountability for the use thereof to be maintained and\n\nsubject to audit. Provided, however, the finance officer of such\n\nstate agency shall keep and maintain a record of all postage stamp\n\nallocations within the agency. For purposes of this section,\n\n\"scientific research\" shall mean research conducted under formally\n\nsponsored grants or contracts; \"community development\" shall mean\n\ndevelopment conducted by a formally and permanently organized office\n\nfor that purpose.\n\nC. Every state agency shall utilize business reply mail\n\naccounts, bulk mailing accounts, postage due accounts, zip + 4\n\ncodes, mailer applied bar codes or such other services offered by\n\nthe United States Postal Service for the purpose of reducing postal\n\ncosts and promoting efficiency.
