The purpose of this act is to provide an orderly means\n\nwhereby employees of the participating employers who qualify by\n\nreason of age, or condition, and service, as herein set forth, may\n\nbe transferred to inactive service without prejudice and without\n\ninflicting undue hardship upon the employees transferred, and to\n\nenable such employees to accumulate deferred income reserves for\n\nthemselves and their dependents to provide for old age, death, and\n\ninactive service, and for the purpose of effecting economy and\n\nefficiency in the administration of governmental affairs.\n\nB. The System is established as a qualified governmental\n\nretirement plan under Sections 401(a) and 414(d) of the federal\n\nInternal Revenue Code.
