In addition to all other powers expressly conferred upon the\n\nOklahoma Development Finance Authority pursuant to Section 5062.8 of\n\nTitle 74 of the Oklahoma Statutes, the Authority is hereby\n\nauthorized and empowered to take the following action:\n\n1. To provide, with assistance from the Public Utility Division\n\nof the Oklahoma Corporation Commission, a pooled loan program for\n\nthe efficient financing of qualified costs of unregulated utilities\n\npursuant to Section 6 of this act for the purposes of mitigating the\n\nsignificant impact of extreme purchase costs and extraordinary costs\n\nto customers of an unregulated utility;\n\n2. To assess an administrative fee for the costs associated\n\nwith the Authority carrying out its power and duties under this act;\n\nand\n\n3. To do all things necessary or convenient to carry out the\n\npowers expressly granted in this act.\n\nB. The Authority shall take the following action:\n\n1. To notify the Governor, President Pro Tempore of the Senate,\n\nthe Speaker of the House of Representatives and the Oklahoma\n\nCorporation Commission upon issuance of a loan pursuant to this act.\n\nThe notification shall be in writing and include the amount and\n\nterms of the loan; and\n\n2.
