There is hereby created, until December 1, 2022, the Unified\n\nState Law Enforcement Commission. The Commission shall be composed\n\nof the following eight (8) members:\n\n1. The Commissioner of the Department of Public Safety or\n\ndesignee;\n\n2. The Director of the Oklahoma State Bureau of Investigation\n\nor designee;\n\n3. The Director of the Oklahoma Bureau of Narcotics and\n\nDangerous Drugs Control or designee;\n\n4. The Cabinet Secretary of Public Safety or designee;\n\n5. The Oklahoma Attorney General or designee;\n\n6. One member selected by the Governor, who shall serve as the\n\nchair of the Commission;\n\n7. One member designated by the President Pro Tempore of the\n\nState Senate who shall be a current member of the Senate; and\n\n8. One member designated by the Speaker of the House of\n\nRepresentatives who shall be a current member of the House of\n\nRepresentatives.\n\nB. A majority of the members shall constitute a quorum for the\n\npurpose of conducting the business of the Commission. The\n\nCommission shall meet monthly and at such other times as may be\n\ncalled by the chair.\n\nC. Members of the Commission shall receive no compensation for\n\nserving on the Commission but shall receive travel reimbursement for\n\nnecessary travel expenses incurred in the performance of their\n\nduties by their respective agencies in accordance with the State\n\nTravel Reimbursement Act.\n\nD. The Unified State Law Enforcement Commission shall:\n\n1. Study, evaluate and make recommendations regarding\n\nunification of the Oklahoma State Bureau of Investigation, the\n\nOklahoma Bureau of Narcotics and Dangerous Drugs Control, and the\n\nDepartment of Public Safety;\n\n2. Study, evaluate and make recommendations regarding a\n\nrecruitment, training and leadership development program for members\n\nof a unified state law enforcement agency that will enhance the\n\nefforts of the state to recruit, lead and retain highly qualified\n\nstate law enforcement officers;\n\n3. Study, evaluate and make recommendations regarding how best\n\nto ensure accountability within a unified state law enforcement\n\nagency and to address public corruption; and\n\n4. Study, evaluate and make recommendations regarding any other\n\nmatters determined by the Commission to be relevant to the purpose\n\nof this act.\n\nE. The Commission shall prepare a report of its findings and\n\nrecommendations to be submitted to the Governor, President Pro\n\nTempore of the State Senate, the Speaker of the House of\n\nRepresentatives and the Chair of the Public Safety Committees in\n\nboth the State Senate and the House of Representatives, and the\n\nminority leaders of both the State Senate and the House of\n\nRepresentatives no later than December 1, 2021.\n\nF.
