There is hereby created until June 30, 2028, the Oklahoma\n\nBroadband Office, to serve as the state’s sole administrator of the\n\nfunctions, powers, and duties assigned to the Office in the Oklahoma\n\nBroadband Expansion Act or under law. Effective June 30, 2028, the\n\nOffice shall terminate and all personnel positions shall be\n\nabolished. The Office shall utilize the year prior to the\n\ntermination date for the purpose of ceasing the Office’s affairs.\n\nB. The Office shall receive administrative assistance from the\n\nOffice of Management and Enterprise Services (OMES), which shall\n\nprovide, through existing OMES resources, administrative assistance\n\nupon request in writing or electronic correspondence from the\n\nOffice’s Executive Director. OMES shall provide assistance in the\n\nmanner requested within thirty (30) days of determination by the\n\nAgency that the request is able to be fulfilled. If for any reason\n\nthe request cannot be fulfilled within thirty (30) days, the Office\n\nand OMES shall enter into a written agreement expressing an agreed\n\nupon timeline for fulfilling the needs of the Office. In the event\n\nthat the request cannot be fulfilled, OMES shall respond in writing\n\nwithin ten (10) days of the request providing the reasoning for\n\ndenial. If the request cannot be fulfilled utilizing existing\n\nresources, OMES may charge the Office for the actual cost to fulfill\n\nthe request.\n\nC. The Office shall be governed by the Broadband Governing\n\nBoard, created pursuant to Section 9202 of this title.\n\nD. The Office shall be advised by the Broadband Expansion\n\nCouncil, created pursuant to Section 9203 of this title.\n\nE. The Office shall have an Executive Director who shall\n\noversee the operations of the Office including, but not limited to:\n\n1. Overseeing the creation, maintenance, and completion of the\n\nStatewide Broadband Plan;\n\n2. Communicating the state’s progress in achieving the goals\n\nand implementation of the Statewide Broadband Plan;\n\n3. The creation, housing, and updating of a statewide broadband\n\nservices map;\n\n4. Overseeing of grant applications and awards for connectivity\n\nand affordability projects;\n\n5. Making recommendations to the Board regarding procedural and\n\nadministrative rules for the Office; and\n\n6. Employment and management of Office staff subject to the\n\nlimitations and requirements of the Oklahoma Broadband Expansion Act\n\nand subject to the limitations and requirements of the Broadband\n\nGoverning Board.\n\nF. The Executive Director shall regularly report to the Council\n\nand the Board and shall submit an annual report to the Office of the\n\nSpeaker of the House of Representatives and the Office of the\n\nPresident Pro Tempore of the Senate.\n\nG. The Office may hire legal counsel as it is deemed necessary\n\nby the hiring entity.
