Stat. tit. 75, § 75-12a","heading":"Legislative bills and resolutions - Enrollment - Filing in","body":"Office of Secretary of State.\n\nA. Bills and resolutions referred to in Section 35, Article V\n\nof the Constitution of the State of Oklahoma, after their passage\n\nbut before they are signed by the presiding officer of each house of\n\nthe Legislature as provided in said section, shall be correctly\n\nenrolled either in permanent ink on appropriate paper or in an\n\nelectronic form pursuant to rules adopted by each house. Bills and\n\nresolutions originating in one house of the Legislature which, after\n\nbeing duly passed and engrossed thereby, are transmitted to the\n\nother house and thereafter returned without amendment to the house\n\nin which same originated, shall, when referred for enrollment, be\n\ntransmitted to the Office of Engrossing and Enrolling thereof, which\n\noffice may cause each and every such engrossed bill or resolution,\n\nwithout retyping, to be reported properly enrolled for fourth\n\nreading and final signature by attaching or jacketing in the\n\nforefront thereof a proper jurat for certification by the presiding\n\nofficer as to the previous passage of said bill or resolution.\n\nAfter said bills and resolutions have been duly signed by the\n\npresiding officer of each house of the Legislature, and after same\n\nhave been either affirmatively or negatively approved by the\n\nGovernor or passed over his objections, as provided in Section 11,\n\nArticle VI of the Constitution of the State of Oklahoma, they shall\n\nbe filed in the office of the Secretary of State where they shall be\n\npermanently preserved.\n\nB. For purposes of this section and subject to the provisions\n\nof subsection C of this section, bills and resolutions and\n\namendments thereto may be transmitted between the two houses of the\n\nLegislature electronically. Enrolled bills and resolutions may be\n\ntransmitted electronically to the Office of the Governor. Bills and\n\nresolutions that are filed in the Office of the Secretary of State\n\nmay be transmitted electronically. If a bill or resolution is\n\ntransmitted electronically, the signature of the presiding officer\n\nmay be an electronic signature. All bills and resolutions\n\ntransmitted electronically must be signed by the presiding officer\n\nin compliance with the provisions of Section 35 of Article V of the\n\nOklahoma Constitution; provided, such signatures may be in\n\nelectronic form.\n\nC. Electronic transmittal of bills and resolutions shall be\n\nallowed if safeguards established by the Clerk of the House and the\n\nSecretary of the Senate are in place to protect against unauthorized\n\nusers. Transmission between the respective houses shall require a\n\nwritten agreement signed by the Speaker of the House of\n\nRepresentatives and the President Pro Tempore of the Senate.\n\nTransmission from either house of the Legislature to the Office of\n\nthe Governor shall require a written agreement signed by the\n\nGovernor, the Speaker of the House of Representatives and the\n\nPresident Pro Tempore of the Senate. Transmission from either house\n\nof the Legislature to the Office of the Secretary of State shall\n\nrequire a written agreement signed by the Secretary of State, the\n\nSpeaker of the House of Representatives and the President Pro\n\nTempore of the Senate.
