The Secretary of State is hereby authorized, directed,\n\nand empowered to publish \"The Oklahoma Register\" not less than\n\nmonthly for the publication of new rules, any amendment, revision or\n\nrevocation of an existing rule, emergency rules, any notices of such\n\nrulemaking process and Executive Orders as are required by law to be\n\npublished in \"The Oklahoma Register\". Said rules or amendments,\n\nrevisions, or revocations of existing rules shall be published in\n\nthe first issue of \"The Oklahoma Register\" published pursuant to\n\nSections 251, 253, 256, 303, 303.1, and 308 of this title after the\n\ndate of acceptance by the Secretary.\n\n2. The Secretary shall cause a copy of each publication of \"The\n\nOklahoma Register\" to be sent to those county clerks who request it,\n\nto members of the Legislature upon request, and to such other\n\nagencies, libraries, and officials as the Secretary may select. The\n\nSecretary may charge recipients of the publication a cost sufficient\n\nto defray the cost of publication and mailing. If the Secretary\n\ndetermines that the entity requesting copies could download \"The\n\nOklahoma Register\" through the Internet, then the Secretary may\n\ncomply by providing \"The Oklahoma Register\" to the entity via\n\nInternet, at no charge.\n\n3. The Secretary shall cause a copy of all rules, all new\n\nrules, and all amendments, revisions, or revocations of existing\n\nrules to be on file and available for public examination in the\n\nOffice during normal office hours.\n\n4. The Secretary shall promulgate rules to systematize the\n\ndesignations of rules. To establish said system or to preserve\n\nuniformity of designations, the Secretary may require the agency to\n\nchange the title or numbering of any rule or any amendment,\n\nrevision, or revocation thereof.\n\nB. The Secretary is authorized to provide for the publication\n\nof rules in summary form when the rules are of such length that\n\npublication of the full text would be too costly. The summary shall\n\nbe prepared by the agency submitting the rules and shall state where\n\nthe full text of the rule may be obtained.\n\nC. The notice required pursuant to the provisions of Section\n\n303 of this title shall be published in \"The Oklahoma Register\"\n\nprior to the adoption of a new rule, or amendment, revision or\n\nrevocation of any existing rule.
