Stat. tit. 75, § 75-303.1","heading":"Filing of rules, amendments, revisions, revocations, and","body":"agency rule report with Governor and other state officials.\n\nA. Within ten (10) days after adoption of a permanent rule, the\n\nagency shall file two copies of the following with the Governor, the\n\nSpeaker of the House of Representatives, the President Pro Tempore\n\nof the Senate, and the chief legislative officer of each chamber:\n\nall such new rules or amendments; revisions or revocations to an\n\nexisting rule proposed by an agency; and the agency rule report as\n\nrequired by subsection E of this section.\n\nB. If the agency determines in the rule impact statement\n\nprepared as part of the agency rule report that the proposed rule\n\nwill have an economic impact on any political subdivisions or\n\nrequire their cooperation in implementing or enforcing a proposed\n\npermanent rule, a copy of the proposed rule and rule report shall be\n\nfiled within ten (10) days after adoption of the permanent rule with\n\nthe Oklahoma Advisory Committee on Intergovernmental Relations for\n\nits review. The Committee may communicate any recommendations that\n\nit may deem necessary to the Governor, the Speaker of the House of\n\nRepresentatives, and President Pro Tempore of the Senate during the\n\nperiod that the permanent rules are being reviewed.\n\nC. When the rules have been submitted to the Governor, the\n\nSpeaker of the House of Representatives, the President Pro Tempore\n\nof the Senate, and the chief legislative officer of each chamber,\n\nthe agency shall also submit to the Office of Administrative Rules\n\nfor publication in “The Oklahoma Register”, a statement that the\n\nadopted rules have been submitted to the Governor and the\n\nLegislature.\n\nD. The text of the adopted rules shall be submitted to the\n\nGovernor, the Speaker of the House of Representatives, and the\n\nPresident Pro Tempore of the Senate in the same format as required\n\nby the Secretary pursuant to Section 251 of this title.\n\nE. The report required by subsection A of this section shall\n\ninclude:\n\n1. The date the notice of the intended rulemaking action was\n\npublished in “The Oklahoma Register” pursuant to Section 255 of this\n\ntitle;\n\n2. The name and address of the agency;\n\n3. The title and number of the rule;\n\n4. A citation to the constitutional or statutory authority for\n\nthe rule;\n\n5. The citation to any federal or state law, court ruling, or\n\nany other authority requiring the rule;\n\n6. A statement of the gist of the rule or a brief summary of\n\nthe content of the adopted rule;\n\n7. A statement explaining the need for the adopted rule;\n\n8. The date and location of the meeting, if held, at which such\n\nrules were adopted or the date and location when the rules were\n\nadopted if the rulemaking agency is not required to hold a meeting\n\nto adopt rules;\n\n9. A summary of the comments and explanation of changes or lack\n\nof any change made in the adopted rules as a result of testimony\n\nreceived at all hearings or meetings held or sponsored by an agency\n\nfor the purpose of providing the public an opportunity to comment on\n\nthe rules or of any written comments received prior to the adoption\n\nof the rule. The summary shall include all comments received about\n\nthe cost impact of the proposed rules;\n\n10. A list of persons or organizations who appeared or\n\nregistered for or against the adopted rule at any public hearing\n\nheld by the agency or those who have commented in writing before or\n\nafter the hearing;\n\n11. A rule impact statement if required pursuant to Section 303\n\nof this title;\n\n12. An incorporation by reference statement if the rule\n\nincorporates a set of rules from a body outside the state, such as a\n\nnational code;\n\n13. The members of the governing board of the agency adopting\n\nthe rules and the recorded vote of each member;\n\n14. The proposed effective date of the rules, if an effective\n\ndate is required pursuant to paragraph 1 of subsection B of Section\n\n304 of this title; and\n\n15. Any other information requested by the Governor, the\nes a set of rules from a body outside the state, such as a\n\nnational code;\n\n13. The members of the governing board of the agency adopting\n\nthe rules and the recorded vote of each member;\n\n14. The proposed effective date of the rules, if an effective\n\ndate is required pursuant to paragraph 1 of subsection B of Section\n\n304 of this title; and\n\n15.
