Each agency shall file copies of each rule finally adopted\n\nby it with the Secretary, as required by Section 251 of this title.\n\nB. 1. Each rule finally adopted is effective ten (10) calendar\n\ndays after publication in \"The Oklahoma Register\" pursuant to\n\nSection 255 of this title unless a later date is required by statute\n\nor specified in the rule, the agency rule report, or \"The Oklahoma\n\nRegister\", the later date is the effective date. A rule shall only\n\nbe applied prospectively from its effective date.\n\n2. a. Subject to applicable constitutional or statutory\n\nprovisions, an emergency rule becomes effective\n\nimmediately or at a stated date after certification by\n\nthe Governor. An emergency rule shall only be applied\n\nprospectively from its effective date.\n\nb. The agency shall take appropriate measures to make\n\nemergency rules known to the persons who may be\n\naffected by them.\n\nC.
