Standards and practices of other jurisdictions;\n\n2. The most recent standards regarding authentication of,\n\npreservation and security of, and public access to, legal material\n\nin an electronic record and other electronic records, as promulgated\n\nby national standard-setting bodies;\n\n3. The needs of users of legal material in an electronic\n\nrecord;\n\n4. The views of governmental officials and entities and other\n\ninterested persons; and\n\n5.
