A final agency order adverse to a party shall:\n\n1. Be in writing; and\n\n2. Include findings of fact and conclusions of law, separately\n\nstated. Findings of fact, if set forth in statutory language, shall\n\nbe accompanied by a concise and explicit statement of the underlying\n\nfacts supporting the findings. If, in accordance with agency rules,\n\na party submitted proposed findings of fact, the final agency order\n\nshall include a ruling upon each proposed finding.\n\nB. Parties shall be notified either personally or by certified\n\nmail, return receipt requested, of any final agency order.
