Stat. tit. 75, § 75-313","heading":"Agency members not to communicate","body":"Unless required for the disposition of ex parte matters\n\nauthorized by law, members or employees of an agency assigned to\n\nrender a decision or to make findings of fact and conclusions of law\n\nin an individual proceeding shall not communicate, directly or\n\nindirectly, in connection with any issue of fact, with any person or\n\nparty, nor, in connection with any issue of law, with any party or\n\nhis representative, except upon notice and opportunity for all\n\nparties to participate.
