Prior to submitting proposed permanent rules for adoption,\n\namendment, revision or revocation pursuant to the Administrative\n\nProcedures Act, the agency shall comply with the provisions of\n\nparagraph 4 of subsection A of Section 303 of this title in order to\n\ndetermine whether the proposed rules adversely affect small\n\nbusiness.\n\nB.
