Except as is otherwise specifically provided in this\n\nsubsection, each agency is required to comply with Sections 501\n\nthrough 506 of Title 75 of the Oklahoma Statutes.\n\nB. 1. The Commissioner of Public Safety shall be exempt from\n\nSections 501 through 506 of Title 75 of the Oklahoma Statutes\n\ninsofar as it is necessary to promulgate rules pursuant to the\n\nOklahoma Motor Carrier Safety and Hazardous Materials Transportation\n\nAct, to maintain a current incorporation of federal motor carrier\n\nsafety and hazardous material regulations, or pursuant to Chapter 6\n\nof Title 47 of the Oklahoma Statutes, to maintain a current\n\nincorporation of federal commercial driver license regulations, for\n\nwhich the Commissioner has no discretion when the state is mandated\n\nto promulgate rules identical to federal rules and regulations.\n\n2. Such rules may be adopted by the Commissioner and shall be\n\ndeemed promulgated twenty (20) days after notice of adoption is\n\npublished in \"The Oklahoma Register\". Such publication need not set\n\nforth the full text of the rule but may incorporate the federal\n\nrules and regulations by reference.\n\n3. Such copies of promulgated rules shall be filed with the\n\nSecretary as required by Section 251 of Title 75 of the Oklahoma\n\nStatutes.\n\n4.
