If ten individual permit holders in a proposed groundwater\n\nirrigation district desire to provide for the betterment of and the\n\nassistance and procurement of conservation grant funding for\n\ngroundwater irrigation of such irrigable lands, the holders may\n\npropose the organization of a groundwater irrigation district by\n\npetition pursuant to the Groundwater Irrigation District Act.\n\nB.
