After receipt of the petition, the county commissioners and\n\nthe county commissioners of any participating adjacent county shall:\n\n1. Verify the authenticity of each signatory whose address is\n\nlocated within the county;\n\n2. Coordinate with the Oklahoma Water Resources Board and, if\n\nnecessary, the adjacent counties to verify that ten individual\n\npermit holders within the proposed district have signed the\n\npetition; and\n\n3. If, upon consideration, it shall be found that such petition\n\nis in conformity with the requirements of this act, and that such a\n\ndistrict should be created, the board of county commissioners shall\n\nthereupon immediately declare the land described in the petition or\n\nany part thereof to be incorporated as a district under the name of\n\n\"____ Groundwater Irrigation District\" (inserting unique name of\n\nirrigation district) and thereupon the district shall be a body\n\npolitic and corporate and an agency and legally constituted\n\nauthority of the State of Oklahoma for the public purposes set forth\n\nin this act. The board of county commissioners shall thereupon\n\nenter upon its records full minutes of such hearing, together with\n\nits order creating the district under the corporate name for the\n\npurposes of this act. Such districts shall not be political\n\ncorporations or subdivisions of the state within the meaning of any\n\nconstitutional debt limitations, nor shall the districts have any\n\npower or authority to levy any taxes whatsoever or make any\n\nassessments on property, real or personal.\n\nB. After the county commissioners and the county commissioners\n\nof any participating adjacent county have submitted a request for\n\nthe formation of a groundwater irrigation district, each county\n\nboard of commissioners shall assign members of the initial district\n\nboard. A county board of commissioners shall select three members\n\nrepresenting groundwater irrigation users within the county. If\n\nmultiple counties reside within the district, each county shall have\n\nequal representation on the district board. Each of the three\n\nmembers of the initial district board shall be groundwater permit\n\nholders who irrigate in the county.
