There is hereby created the Oklahoma Water Resources Board,\n\nhereinafter referred to as the Board, consisting of nine (9) members\n\nto be appointed by the Governor, by and with the advice and consent\n\nof the Senate. The Board shall constitute a body corporate and\n\npolitic and an instrumentality, agency and department of the State\n\nof Oklahoma, and exercise by the Board of the powers conferred by\n\nthis act shall be deemed and shall be held to be an essential\n\ngovernmental function of the State of Oklahoma.\n\nB. Beginning July 1, 2014, the membership of the Board shall\n\ntransition from congressional district and at-large representation\n\nto regional representation as follows:\n\n1. The Congressional District 1 position expiring in 2014 shall\n\nthereafter be represented by a person residing in Region 7 of the\n\nstate which shall consist of Tulsa County;\n\n2. The at-large member position expiring in 2014 shall\n\nthereafter be represented by a person residing in Region 4 of the\n\nstate which shall consist of Carter, Cleveland, Garvin, Grady,\n\nJefferson, Johnston, Love, Marshall, McClain, Murray, Pontotoc,\n\nPottawatamie, Seminole and Stephens Counties;\n\n3. The Congressional District 2 position expiring in 2015 shall\n\nthereafter be represented by a person residing in Region 8 of the\n\nstate which shall consist of Adair, Cherokee, Craig, Delaware,\n\nMayes, McIntosh, Muskogee, Nowata, Okmulgee, Ottawa, Rogers,\n\nSequoyah and Wagoner Counties;\n\n4. The at-large position expiring in 2016 shall thereafter be\n\nrepresented by a person residing in Region 9 of the state which\n\nshall consist of Atoka, Bryan, Coal, Choctaw, Haskell, Hughes,\n\nLatimer, LeFlore, McCurtain, Pittsburg and Pushmataha Counties;\n\n5. The Congressional District 4 position expiring in 2017 shall\n\nthereafter be represented by a person residing in Region 2 of the\n\nstate which shall consist of Alfalfa, Blaine, Canadian, Custer,\n\nDewey, Ellis, Garfield, Grant, Harper, Kingfisher, Major, Roger\n\nMills, Woods and Woodward Counties;\n\n6. The Congressional District 5 position expiring in 2018 shall\n\nthereafter be represented by a person residing in Region 5 of the\n\nstate which shall consist of Oklahoma County;\n\n7. The at-large position expiring in 2018 shall represent\n\nRegion 3 of the state which shall consist of Beckham, Caddo,\n\nComanche, Cotton, Greer, Harmon, Jackson, Kiowa, Tillman and Washita\n\nCounties;\n\n8. The Congressional District 3 position expiring in 2019 shall\n\nthereafter be represented by a person residing in Region 1 of the\n\nstate which shall consist of Beaver, Cimarron and Texas Counties;\n\nand\n\n9. The at-large member position expiring in 2020 shall\n\nthereafter be represented by a person residing Region 6 of the state\n\nwhich shall consist of Creek, Kay, Lincoln, Logan, Noble, Okfuskee,\n\nOsage, Pawnee, Payne and Washington Counties.\n\nC. All members appointed after the effective date of this act\n\nshall be appointed for terms of seven (7) years.\n\nD. If a member serving on the Board as of the effective date of\n\nthis act resigns or is unable to complete the term of the member,\n\nthe seat shall immediately transition to the applicable regional\n\nrepresentation as provided for in subsection B of this section.\n\nE. Each member shall be a qualified elector of this state. At\n\nall times the membership of the Board shall have represented on it\n\nat least one member well versed in each of the following major types\n\nof water use: recreational, industrial, irrigational, municipal,\n\nrural residential, agricultural, soil conservation work and oil and\n\ngas production. Not more than two members may be selected\n\nrepresenting any one of the major types of water use. The Board\n\nshall meet at least nine times per calendar year at the discretion\n\nof the chair with not more than two consecutive calendar months\n\nbetween meetings. The members of the Board may be removed only for\ncipal,\n\nrural residential, agricultural, soil conservation work and oil and\n\ngas production. Not more than two members may be selected\n\nrepresenting any one of the major types of water use. The Board\n\nshall meet at least nine times per calendar year at the discretion\n\nof the chair with not more than two consecutive calendar months\n\nbetween meetings. The members of the Board may be removed only for\n\ncause. Whenever a vacancy shall occur, the Governor shall appoint a\n\nqualified person to fill the unexpired term of the vacant office.\n\nUpon entering, each member of the Board shall take and subscribe to\n\nthe constitutional and statutory oath of office and file the same\n\nwith the Secretary of State.\n\nF.
