The Chairman and secretary, acting in behalf of the\n\nCommission, shall execute all investment certificates issued by the\n\nCommission and all contracts awarded by the Commission after\n\napproval of the form thereof by the Commission and the Attorney\n\nGeneral.\n\nB.
