In addition to other powers and duties provided by law, the\n\nOklahoma Water Resources Board shall have the power and duty to:\n\n1. Prepare and maintain the priority list for all water\n\nquality projects. In developing the priority list, the Board shall\n\nrely on input from the Department of Environmental Quality and the\n\nConservation Commission;\n\n2. Review and assess the planning and preliminary financial\n\ndocuments for and cost effectiveness of water quality projects on\n\nthe priority list;\n\n3. Determine water quality project feasibility and the\n\nentities' eligibility to receive funding from the Clean Water State\n\nRevolving Fund Loan Account;\n\n4. Perform the environmental review and make the appropriate\n\nenvironmental determinations in accordance with the environmental\n\nreview process approved by the Environmental Protection Agency;\n\n5. Provide oversight and technical assistance during the\n\nplanning, design, and construction phase of the water quality\n\nproject for which the entity is applying for such loan; and\n\n6. Be the instrumentality to make application to the\n\nEnvironmental Protection Agency for the capitalization grant which\n\nis to be placed in the Clean Water State Revolving Fund Loan\n\nAccount.\n\nB. In determining the cost effectiveness of any water quality\n\nproject, the Board shall require the preparation of a cost effective\n\nanalysis of feasible alternatives capable of meeting state and\n\nfederal water quality and public health requirements. The\n\nalternative selected shall be the most economical means of meeting\n\napplicable state and federal effluent and water quality or public\n\nhealth requirements over the useful life of the water quality\n\nproject while recognizing environmental and other nonmonetary\n\nconsiderations determined to be relevant by the Board.","path":["OK Code","Title 82"],"source_url":"https://www.oklegislature.gov/OK_Statutes/CompleteTitles/os82.pdf","current_through":"2026-08-14","vintage":"open-us-law v2026.08, retrieved 2026-09-14","retrieved_at":"2026-09-14T18:32:36Z","sha256":"a17d31875780c54a53aac7bb2251fb7efdfb72ced2f560389a72a962f30530df","source_id":"us-ok","stale":false,"prev":"us-ok/okla.-stat.-tit.-82-82-1085.54","next":"us-ok/okla.-stat.-tit.-82-82-1085.56"},"notice":"GroundRules: Original legal text.
