In addition to other powers and duties provided by law, the\n\nOklahoma Water Resources Board shall have the power and duty to:\n\n1. After receipt from the Oklahoma Department of Emergency\n\nManagement and Homeland Security, process applications for grant\n\nfunds or loans from the Hazard Mitigation Financial Assistance Fund\n\nand enter into grant or loan agreements for use of such funds;\n\n2. Promulgate rules as deemed necessary by the Board to\n\nadminister the Hazard Mitigation Financial Assistance Program;\n\n3. Utilize the priority listing of applicants compiled by the\n\nOklahoma Department of Emergency Management and Homeland Security in\n\nconsidering applications;\n\n4. a. Issue investment certificates, in accordance with the\n\nprovisions of Sections 1085.33 and 1085.37 of this\n\ntitle and the Oklahoma Bond Oversight and Reform Act,\n\nto provide necessary funds first to meet the demand\n\nfor loan funding from the Hazard Mitigation Financial\n\nAssistance Program; provided, any investment\n\ncertificate proceeds not needed for such demand may be\n\nused by the Board, as needed, for funding other\n\nfinancial assistance programs authorized in this\n\ntitle, and\n\nb. Enter into loan agreements with and make loans from\n\nthe proceeds of investment certificates to eligible\n\nentities for hazard mitigation projects upon terms not\n\ninconsistent with the provisions of Section 1085.36 of\n\nthis title; and\n\n5. Enter into agreements with the Oklahoma Department of\n\nEmergency Management and Homeland Security or other state or federal\n\nagencies as deemed necessary by the Board to monitor and measure\n\nhazard events.\n\nB. In addition to other powers and duties provided by law, the\n\nOklahoma Department of Emergency Management and Homeland Security\n\nshall:\n\n1. Promulgate rules providing for and establishing a priority\n\nlisting of grant and loan applicants for flood hazard mitigation\n\nprojects subject to the Oklahoma Civil Defense and Emergency\n\nResources Management Act; and\n\n2.
