Stat. tit. 82, § 82-1086.2","heading":"Powers of Oklahoma Water Resources Board","body":"For the purpose of effectuating the provisions of this act and\n\nthe policy established in Section 1086.1 of this title, the Oklahoma\n\nWater Resources Board is hereby authorized, empowered and directed:\n\n1. To prepare a comprehensive state water plan and decennial\n\nupdates thereof for submission to the Legislature and, in connection\n\ntherewith, to conduct surveys and cooperate with other state and\n\nfederal agencies. Such comprehensive state water plan and the parts\n\nand portions thereof shall be submitted in final and completed form\n\nnot later than September 1, 1975, and, in addition to the foregoing\n\nrequirements, shall include a definition of \"excess and surplus\n\nwater of this state\" and a recommended procedure for determining\n\n\"excess and surplus water of this state,\" which definition and\n\nprocedure are to be developed to insure that the area of origin will\n\nnever be made water deficient.\n\nThe Water Resources Board shall permit representatives of the\n\nUnited States Army Corps of Engineers, the Bureau of Reclamation,\n\nthe Soil Conservation Service and other appropriate federal\n\nagencies, as well as representatives of state agencies involved in\n\ntourism, parks, fish and wildlife, recreation, soil conservation,\n\npublic health, agriculture, public utilities and industrial\n\ndevelopment to participate to the extent of their authority and\n\ncapacity in the development of the comprehensive state water plan.\n\nThe Water Resources Board shall prepare such plan and updates in\n\nprinted form. Upon completion thereof, the plan shall be submitted\n\nto the Oklahoma Legislature not later than September 1, 1975. The\n\nBoard is not authorized to implement the plan or any part or update\n\nthereof except by express authorization and consent of the\n\nLegislature. The first decennial update shall be prepared and\n\nsubmitted to the Legislature no later than September 1, 1995.\n\nThereafter, updates shall be prepared and likewise submitted no\n\nlater than September 1 of the fifth year following the taking of the\n\nFederal Decennial Census.\n\nWork on the first update shall begin with the passage and\n\napproval of this act. After completion of the first update, work on\n\nsubsequent updates shall remain continuous and ongoing throughout\n\nthe ten-year periods between submission of the updates.\n\n2. To adopt such rules and regulations as may be necessary to\n\neffectuate the purposes of this act.\n\n3. To make and enter into all contracts and agreements\n\nnecessary or incidental to the performance of its duties and the\n\nexecution of its powers under this act.\n\n4. To receive and accept from the State of Oklahoma or the\n\nUnited States of America or any agency or instrumentality thereof\n\ngrants of funds and to receive and accept aid or contributions from\n\nany source of either money, property, labor or other things of value\n\nto be held, used and applied only for the purposes for which such\n\ngrants and contributions may be made.\n\n5. To expend income and funds of the Board in the exercise of\n\nany or all of the powers granted to the Board under the provisions\n\nof this act.\n\n6.
