The Oklahoma Flood and Drought Management Task Force is\n\nhereby established and shall be comprised of two groups, the\n\nmanagement group and the advisory group.\n\nB. 1. The management group shall be comprised of designees\n\nfrom the following state agencies:\n\na. the Oklahoma Water Resources Board, which shall serve\n\nas the lead agency,\n\nb. the Oklahoma Department of Emergency Management and\n\nHomeland Security,\n\nc. the Oklahoma Department of Agriculture, Food, and\n\nForestry,\n\nd. the State Department of Health,\n\ne. the Department of Environmental Quality,\n\nf. the Oklahoma Conservation Commission,\n\ng. the Department of Wildlife Conservation,\n\nh. the Oklahoma Climatological Survey, and\n\ni. the Oklahoma Military Department.\n\n2. The advisory group shall be comprised of designees of the\n\nfollowing state associations and entities:\n\na. Association of County Commissioners of Oklahoma,\n\nb. Oklahoma Rural Water Association, and\n\nc. Oklahoma Municipal League.\n\nThe advisory group shall also include the resources of all\n\nremaining state agencies and departments available to provide advice\n\nand assistance to the Oklahoma Flood and Drought Management Task\n\nForce, including the Oklahoma State Regents for Higher Education.\n\nC. The Oklahoma Water Resources Board shall formally coordinate\n\nwith the following federal agencies:\n\n1. Federal Emergency Management Agency (FEMA);\n\n2. U.S. Army Corps of Engineers;\n\n3. U.S. Forest Service;\n\n4. The United States Geological Survey;\n\n5. Bureau of Reclamation;\n\n6. Farm Service Agency;\n\n7. National Weather Service;\n\n8. U.S. Fish and Wildlife Service;\n\n9. U.S. Small Business Administration;\n\n10. Bureau of Indian Affairs;\n\n11. U.S. Department of Housing and Urban Development;\n\n12. United States Environmental Protection Agency; and\n\n13. Any other federal agency available to provide advice and\n\nassistance.\n\nD. The Oklahoma Flood and Drought Management Task Force shall\n\nhave the following duties:\n\n1. Developing and recommending state drought and flood\n\nresponse, recovery, and mitigation initiatives for conditions\n\ndetermined to be detrimental to the state economy and public health;\n\n2. Identifying drought and flood management areas in the state;\n\n3. Providing coordination and communication among federal,\n\nstate, and local entities as deemed appropriate for drought and\n\nflood assistance programs, education, and information; and\n\n4. Performing such other drought- and flood-related assessments\n\nand response functions as deemed necessary.\n\nE. Beginning in 2025, and every ten (10) years thereafter, in\n\nconjunction with the update of the Oklahoma Comprehensive Water Plan\n\nand State Flood Plan, the Oklahoma Water Resources Board shall\n\ncoordinate with the Oklahoma Flood and Drought Management Task Force\n\nto update the Oklahoma Drought Management Plan.\n\nF. The Oklahoma Water Resources Board shall prepare an annual\n\nupdate of drought and flood conditions within the state and planning\n\nand mitigation activities being conducted by the Task Force and\n\nshall submit such report to the Speaker of the Oklahoma House of\n\nRepresentatives and President Pro Tempore of the Oklahoma State\n\nSenate.","path":["OK Code","Title 82"],"source_url":"https://www.oklegislature.gov/OK_Statutes/CompleteTitles/os82.pdf","current_through":"2026-08-14","vintage":"open-us-law v2026.08, retrieved 2026-09-14","retrieved_at":"2026-09-14T18:32:36Z","sha256":"0f8e8ee043b867054106e56df34ddfa1a68be78f8f88cae6dc6fd079098b4cc1","source_id":"us-ok","stale":false,"prev":"us-ok/okla.-stat.-tit.-82-82-1086.6","next":"us-ok/okla.-stat.-tit.-82-82-1087.1"},"notice":"GroundRules: Original legal text.
