Stat. tit. 82, § 82-1087.10","heading":"Issuance of permits","body":"The Board shall issue permits in accordance with such procedures\n\nand subject to such conditions as it may by regulation establish to\n\neffectuate the provisions of this act only:\n\n1. If the applicant is licensed pursuant to this act;\n\n2. If a sufficient notice of intention is published and proof\n\nof publication is filed as required by Section 13 of this act;\n\n3. If the fee for a permit is paid as required by Section 15 of\n\nthis act; and\n\n4. If the applicant has given bond for the faithful performance\n\nof any weather modification contract which the applicant has entered\n\ninto for the weather modification operation for which application\n\nwas made for the permit.
