Stat. tit. 82, § 82-1087.3","heading":"Powers of Board","body":"In the performance of the functions authorized herein, the Board\n\nmay, in addition to any other acts authorized by law:\n\n1. Establish advisory committees to advise with and make\n\nrecommendations to the Board concerning legislation, policies,\n\nadministration, research and other matters;\n\n2. Establish by regulation or order such standards and\n\ninstructions to govern the carrying out of research or projects in\n\nweather modification and control as the Board may deem necessary or\n\ndesirable to minimize danger to health or property, and make such\n\nregulations as are necessary in the performance of its powers and\n\nduties;\n\n3. Make such studies and investigations, obtain such\n\ninformation, and hold such hearings as the Board may deem necessary\n\nor proper to assist it in exercising its authority or in the\n\nadministration or enforcement of this act or any regulations or\n\norders issued thereunder;\n\n4. Appoint and fix the compensation of such personnel,\n\nincluding specialists and consultants, as are necessary to perform\n\nits duties and functions hereunder;\n\n5. Acquire, in the manner provided by law, such materials,\n\nequipment and facilities as are necessary to perform its duties and\n\nfunctions hereunder;\n\n6. Cooperate with public or private agencies in the performance\n\nof the Board's functions or duties and in furtherance of the\n\npurposes of this act;\n\n7. Represent the state in any and all matters pertaining to\n\nplans, procedures or negotiations for interstate compacts or\n\ncooperative agreements relating to weather modification and control;\n\n8. Enter into cooperative agreements with the United States\n\nGovernment or any of its agencies, other states, or with the various\n\ncounties and cities of this state or with any private or public\n\nagencies for conducting weather modification or cloud seeding\n\noperations;\n\n9. Act for and represent the state and the counties, cities and\n\nprivate or public agencies in contracting with private concerns for\n\nthe performance of weather modifications or cloud seeding\n\noperations; and\n\n10.
